Slow Throttle Response

Let the car down off the jack stands today after finishing up the s-trim install. After letting the car warm up a bit, I was reving it up a little and noticed the throttle resonse is very slow and it seems very loaded up till almost 3000 rpm. My base timing is set at 9 deg, could this be part of the problem? The low timing is a result of no type of timing management or tuner. Also running 42lbs injectors, 80mm PMAS, and a 70mm bbk throttle body. I do have a PMS on the way, maybe that will help some with the timing issues..?
