At low rpm (750) I get a low pitched rattle( sounds like the balls are bangin around a little) AMbient temp is low about 10 degs,The noises goes away at 1000, Is this normal ?

It is probably the pickup tube hitting the case from movement and that is normal.

The pickup tube is heavy aluminum and it does move and hit the case. Have you taken the belt off and intake hose and seen if the impeller is rubbing the case.

I dont think its the impeller, but now that you mention the tube being heavy aluminum you are probobly right( thats a load off) Also, Just wondering if you know where to find specs and breakdowns(parts sheets ect... of these blowers.?

I have not seen a blue print but maybe Craig at Paradise can help with some things but his business is to rebuild and not to help you find cheaper parts. Craig has always been a help but a business man can only go so far.
