Whine from this thing is occuring with the boost tube connected, right? Whine with blower tube off isn't unexpected.

Describe it. Is it a whistle or a low tone, like a busted power steering pump?

Did you take the fluid pump apart and clean it. If everything is in good shape and clearances are correct on the races I would wonder if the spring inside the pump is weak and your not pumping fluid to the ball drive. What fluid are you using in the unit?

Yes, clearly, it seems to me, your clearances are way off on the balls and races, or the unit isn't lubricating as it should.

You say you used "pre-owned" races, with new balls. Now, I'll admit, I did nearly the same thing when I rebuilt my unit but, it is a bit of a crapshoot getting the settings right on the races when they are used ones.

Speedy is better qualifed to guide you around dealing with that or fixing the pump. I just slapped used races in on the shim stack that was there and voila, all better so, I'm no master and commander of these things.

You can almost buy everything there, but if everything inside looks ok then take the pump out and unscrew the big screw on the bottom and check the spring behind it
On this picture you see the oil pump pickup tube, inside sits the spring
