what do you have for initial advance timing for the distributor ??
does the distribitor have a vacuum advance pod?
what are you using for plugs? what are they gapped at??
what is the BTM set to pull timing out per boost pressure?
what is your initial fuel pressure set at 5, 5.5, 6, 6.5#?? it is a boost referenced regulator?
i had issues with lots of plugs fouling (accel and NGK) changed to some champions and closed the gap to 0.030"
the initial advance should be set much higher than stock = like 12-18* of initial advance and total timing limited to stock settings of about 30-36* - i'm not sure of what is a good recommendation for buick engines, the BTM should pull out some timing x* @ each x.x-psi of boost.

i'm not running a BTM as i was instructed that it really wasn't needed for boost pressure i was running, (14+psi)
i was fighting the rich running and suspected/changed the power valve assembly several times, =no changes seen...
i changed the plugs to Champions with a small 0.030"-gap and it started burning the richer mixture...
was nothing wrong with the carb that was set-up as a blow thru by the CarbShop....
i would see if you can get the mixture to burn at idle/low rpm's and know that a rich condition is normal for these engines to protect from lean out.
