Is it just at 2800 or is it through the entire RPM range? If it's the entire RPM range, you might have blown your power steering pump. If it's just at that one spot, tighten the belt little by little checking for squealing after each time.
I'll bet it's just a loose/slipping belt. Try tightening it a little bit and checking it for squealing.

Make sure you loosen the bolt on the tensioner before tightening the belt.
Ian
how come?
You can strip the arbor if you keep the tension on the belt as you tighten.
